Freeways, as anyone who has attended a City Club forums over the years knows, is a burning issue in Greater Cleveland. So is rapid transit. In some cities, notably Chicago, rapid transit facilities have been built into median strips of freeways with great success. Other cities are considering doing the same. And it could happen here.
Dr. Young came to Cleveland in 1948, after teaching economics at Northwestern University and Grinnell College. He has become a widely-known expert on urban transportation and the use of arbitration to resolve labor disputes.
Dr. Young was apponted by Mayor Louis Stokes to the Cleveland Transit System (CTS) Board in 1968. He umpired disputes between CTS and the local Amalgamated Transit Union for five years, during which time he tried unsuccesfully to find alternate sources of revenue for the failing system to prevent a succession of transit fare increases.
