Cleveland's problems aren't yet settled, but the world goes on and interest grows in our new relationship with China. The Strategic Arms Limitation Treaty (SALT) was created during the Cold War and signed in 1972 when the United States and the Soviet Union agreed to limit the number of nuclear missiles in their arsenals, which ushered in an era of 'detente."

On behalf of Congress, Senator John Glenn visited China in January 1979 in his capacity as chairman of the Foreign Relations Subcommittee on East Asia and Pacific Affairs. Glenn shares his experiences with the City Club.
