George H.W. Bush's frist visit to the City Club forum was June 2, 1972, when he was United States Ambassador to the United Nations.

On August, 14, 1974, he returned as Republican National Chairman. On June 25, 1976, he delivered an address as Director of the Central Intelligence Agency (CIA).

During his fourth City Club appearance, Bush was running as a Republican candidate for President of the United States. He was trailing Republican front-runner Ronald Reagan in delegate counts at the time of his appearance. Bush discusses what he perceives as President Jimmy Carter's shortcomings, especially commenting on his cabinet appointees and economic policies.

Drawing upon his own credentials as an economist and businessman, Bush outlines his qualifications for the nation's highest office and elaborates upon his own plans for strengthening the nation's defense program and increasing productivity and restimulating the economy.
