Senator Ted Kennedy, Democratic candidate for President of the United States, addresses the City Club on what would have been John F. Kennedy's 63rd birthday.

He initially planned to deliver a major foreign policy address. Instead, upon learning President Carter would also be in Cleveland on this day, Senator Kenndy spoke on the "character of the campaign, what it means for our political system, and the future of this country."
