The charter school movement began twenty years ago after Minnesota was the first state to pass a charter school law in 1991. Today, there are more than 6,000 charter schools across the United States providing education to more than 2 million students.
Since Ohio established its pilot charter school program in Toledo in 1997, the state's charter sector has seen rapid growth - today nearly 400 charters enroll Ohio students. However, a recent study from the Center for Research on Education Outcomes at Stanford University reported that more than 40 percent of Ohio's charter schools perform poorly.
