There's roughly a billion dollars in federal aid coming to governments in Cuyahoga County as part of the American Rescue Plan Act (ARPA). The funds are supposed to be used to respond to the COVID emergency and its negative impacts. This is a once-in-a-lifetime cash infusion for many communities, and many have pointed out this creates an opportunity to address long-standing, and long-deferred, problems in our communities.
