United States Senator John Glenn, member of the senate foreign relations and armed services committees: 'SALT & China - a first-hand view.' The Strategic Arms Limitation Treaty, SALT, was created during the cold war and signed in 1972 when the United States and the Soviet Union agreed to limit the number of nuclear missiles in their arsenals, which ushered in an era of 'detente.' Glenn traveled to China in 1976 with his political mentor, senate majority leader Mike Mansfield. In December 1979, the United States re-established diplomatic relations with China. Glenn shares his experiences with the City Club.
